An employer is required to apply for a work permit (TWV) for foreigners who do not have free access to the Dutch labor market. This applies, for example, to student workers and asylum seekers who do not yet have a (temporary) residence permit but are in the application process. The work permit requirement is indicated on the back of the residence permit with an employment annotation.
